JOB TITLE: Senior Director – Migrant Education

WORK YEAR: Full time: 7.5 hours per day/12 months/224 days annually

(Days prorated upon hire)

START DATE: April 1, 2020

SALARY: Salary Schedule 01, Range 20, $469.42 - $599.13 Daily

Stipend pay for Master's $750 annually or Doctorate $1,250 annually

employee. This position qualifies for CalSTRS retirement.

Under the direction of the designated Assistant Superintendent, the Senior Director of Migrant Education serves as the administrative leader for Migrant Education Program in a Region comprised of 22 counties.

EXAMPLE OF DUTIES (May include, but is not limited to the following)

  1. Supervise the administration and operation of the Migrant Education – Region 2 program, including educational supplemental services, professional development, parent participation, health and support services and student information system

  2. Develop and monitor applications, program budget, contracts and agreements, and regional processes to insure compliance with federal and state statutes and guidelines

  3. Provide leadership and direction to ensure the effective delivery of services to migrant students and families

  4. Establish and maintain close working relationships and collaborations with the State Office of Migrant Education, school districts and service agencies to promote and support the education of migrant students

  5. Facilitate and attend meetings with district administrators, parent advisory committees, regional directors and community agencies to provide information and coordinate program activities

  6. Participate in BCOE contract negotiations and represent BCOE in other regional, state and national committees and meetings

  7. Provide presentations and reports to the Board, Superintendent and other agencies.

  8. Hire, supervise and evaluate subordinate staff

  9. Promote and establish positive public relations with the media and community organizations



  1. Evidence of broad educational vision and a commitment to a high quality educational and support services to migrant children

  2. Applicable state and federal policies, rules and regulations

  3. Management principles, fiscal concepts, planning, organizing, allocation of resources, evaluating contract development, negotiation and administration

  4. Personnel management principles and practice, including selection, training, supervision and evaluation

  5. Inter-agency relationships, jurisdictional parameters, and effective methods of program coordination

  6. Develop and monitor program budgets

  7. Plan and administer the program in accordance with applicable laws, codes, policies and regulations

  8. Communicate effectively both orally and in writing with staff, school districts, parents and the community

  9. Establish and maintain effective working relationships with a variety of individuals, groups and agencies

  10. Lead, motivate and inspire program staff


Valid unexpired California Administrative Services credential. Three years administrative experience. Master’s Degree in Education or related field. Bilingual/bi-literate in the client dominate language desired.
